Ive had 4 officers so far, I had 2 officers in a -.15 system, in a relative short time to each other, they where the 2nd best/3rd best officers (serpentis). WTB Platinum Technite, WTS Nanotransistors, Heavy Electron II, 100mn AB II. I would guess they only spawn in the lowest sec systems, and they also seem to like faction sovereign space (though it isn't required). I've only seen two officers in my time in EVE: one was in a -1 ratting system in Feythabolis, and the other was in a -0.7 system in Querious (the latter was a friend who called me in to help him). Very little is known about the odds of officers spawning, because they just spawn so rarely, and most of the time its the lower-ranking officers, not the best (Chelm/Dracilira/etc). From what I can tell, officers aren't affected by true sec, but I'm not sure My question is if anyone knows how often these type of officers spawn? Is there any game random "law" that says how often and where they spawn? I am aware that for example the Draclira Modified Cap Recharger is an ultra-rare item (36% cap recharge) Yesterday I was blessed by encountering Draclira (33+M bounty) and getting a nice stash of named loot out of her.
